What Changes And When From Meta's End

As per the rules that took effect on July 1, 2025, Meta charged businesses per delivered template message, based on the message's category and the recipient's country. Ordinary or regular replies sent during an active conversation were free since November 2024. That is what breaks apart over the next two months.

August 1, 2026: Meta now charges for messages handled by Meta Business Agent, its own AI tool for automating sales and support.

This is billed per token instead of per message, at $2.00 per million tokens worldwide. A typical exchange runs through 20k to 25k tokens, putting the cost of an AI-handled reply at roughly 4-5 cents. This charge is applicable only when Meta's own AI answers a message. If a human agent or a third-party AI responds instead, then that message will be billed as a service message. It will be considered a separate and in the already-free category. Only one charge ever applies to a given message.

October 1, 2026: Currently, if a customer messages a business, a 24-hour customer service window opens, and any reply sent inside this window is currently free - no matter if it's a plain text message or a utility template.

From October, that stops. Utility templates sent within the window will now be billable, and free-form replies get billed too. They will either land in the service message or Meta Business Agent category. But this depends on who answers. Meta has not published the exact rates for this change yet. Though it has committed to release this segment of updates by September 1, 2026. Service messages will carry no volume discount, unlike template messages, which get cheaper as volume rises.

Meta's own pricing documentation walks you through a sample conversation to show how the current system charges a business, and how much of a typical conversation costs nothing today.

Why This Reverses The Old Incentive

Since November 2024, only the messages that opened a conversation were expensive. Everything else that followed was free. This gave businesses a reason to keep replying. But from October 1, 2026, that logic flips. As you can see above, Meta's own worked example shows a conversation made up of one marketing template, two AI-generated replies, one human reply, and an order confirmation.

Under the current rules, that entire exchange counts as one chargable message. From August 1, once the AI-agent charge applies, it becomes three. From October 1, once service and utility charges apply, it becomes five. It's the same conversation that will be 5X the billable messages, without a single extra customer contact.

The Rate Card Underneath It All

Meta's per-template pricing announced in mid-2025 remains the backbone of the system and varies considerably by country and category. Below are Meta's base per-message rates in four major markets, current through the January 2026 adjustment and excluding any BSP markup.

Germany's marketing rate sits above 0.11 EUR per message, and is among the highest of all Meta's market prices.

Volume Discounts For Two Categories Only

While utility and authentication messages get cheaper since a business sends more of them per month, marketing messages don't, and neither will the new service message charges that will come into effect from October 1, 2026. India's utility tier structure shows how the discount scales.

Authentication messages follow the same structure. Tiers reset monthly, apply separately to each country-category pairing, and count only messages that were actually charged.

Meta's WhatsApp Business has had a major influence on the Indian market and 15 other markets over the past 7 months. It is unrelated to the global changes mentioned above and has been running on a quarterly cycle for years now.

Meta has also confirmed which additional markets move to standalone country-level pricing on October 1, 2026: Bangladesh, Iraq, Nepal, and Sri Lanka get lower utility and authentication rates alongside a new, higher authentication-international rate, while Kazakhstan, Kuwait, Morocco, Oman, and Ukraine get higher utility and authentication rates under the same new structure. Exact October figures for these markets have not been published yet.

Meta has also expanded its currency support this year and now bills in 16 currencies, with local billing available in markets including India. Businesses working through a BSP such as Twilio, 360dialog, or Gupshup pay Meta's base rate plus whatever markup that provider charges on top, and those markups vary widely by provider.

What Stays Free

Messages sent within the 72-hour free window opened by entry points like Click to Chat links or Facebook call-to-action buttons remain free. They are untouched by any of the 2026 changes. None of this applies to the free WhatsApp Business App used by smaller merchants, or to ordinary consumer WhatsApp and WhatsApp Web. The overhaul is limited to the WhatsApp Business Platform and the API-based system used for large-scale or automated messaging.

What Businesses Must Do Amidst The Changes

Speaking to many industry experts, we suggest businesses wait for the September rate publication before rebudgeting. Anything built on an estimate today will need revising anyway.

Many experts also adviced/recommented reviewing conversations that actually need the paid API versus the free business app. This is because routine one-to-one chats and conversations can be done via the free channel while API can be reserved for automation and broadcasts.

Since service messages will carry no volume discount, some other advisers are pointing to the customer service window as the place to concentrate one's free messaging till the time it remains free through September 30, 2026.

The Bigger Picture

Meta announced Meta Business Agent, its AI tool for automating sales and support, in June. The August and October pricing changes effectively put a cost on both paths for answering a customer: tokens for AI-handled replies, per-message rates for everything else. Full rate details for the October changes are due by September 1, 2026. Until then, the numbers businesses are working with are the last confirmed figures from July.
